Requesting traffic counting data from Willis St between Mercer and Chews Lane
Hugh Davenport made this Official Information request to Wellington City Council
The request was partially successful.
From: Hugh Davenport
Dear Wellington City Council,
I notice that you have installed a few of those traffic counting devices around town recently. What I mean by that is the two cables that go across the road, and attach to a metal box on one side. I understand that this "counts" traffic going over the two cables. I am unsure how this data is stored, so please work with me to clarify my request to get the information I want.
I am hoping that this might record the following information:
- Date
- Time
- Direction of travel
- Speed of vehicle
- Width of vehicle
- Length of vehicle?
I would be interested in those fields. If they don't exist, but similar information exists, then please contact me here to clarify. If only the raw data exists, then I would like to request that, but I would prefer not to deal with the raw data directly.
For the timeframe, please include all data retrieved from the current device. If it is still present when the LGOIMA is due and the data can't be retrieved, then just wait until the device removed and can get the data off.
I would also be interested in any similar device data for that location over the years. If it is not substantial, can I please get the same data for all the times these devices have been installed at that location (or close to it), otherwise just a list of dates where such a device has been installed.
Yours faithfully,
Hugh Davenport

Hello Hugh,
I've checked in with our infrastructure team on this. They have advised that the 'count tubes' are still in place. As such, we won't be able to get the results at the moment.
We are still working to get the information and will send it to you as soon as we are able to do so.
Kind regards
Chris

Hello Hugh,
Thank you for your patience through this request.
I can now advise that the 'count tubes' for want of a better term were lifted yesterday, and we are able to provide you with the data that was generated.
It is extensive, and covers significantly more than you were asking for, but I think you should find it interesting.
The spreadsheet consists of multiple pages, listed as follows:
Summary
15 Minute Counts - count taken of vehicle numbers in 15 minute blocks
15 Minute Full Hour Counts - count taken in 15 minute blocks but with the figures provided over periods of 1 hour
Full Hour Counts - count taken over 1 hour periods
Volume Graphs
Speed Northbound - number of vehicles in each 10km/h bracket
Speed Southbound - number of vehicles in each 10km/h bracket
Speed % Northbound - percentage of vehicles in each 10km/h speed bracket
Speed % Southbound - percentage of vehicles in each 10km/h speed bracket
Speed Graphs
Class Northbound - vehicles in each NZTA vehicle classification
Class Southbound - vehicles in each NZTA vehicle classification
Class Total
Class Graphs
I hope you find this information of use.
Please contact me if I can be of further help.
Kind regards
Chris

Dear BUS: Assurance,
Hi Chris,
Thanks heaps for that. Looking through, I'm not sure I can get what I want out of it exactly. I would be interested in the speeds of the different vehicle classes in particular, ie a tab for light vehicles and a tab for heavy vehicles for the tabs currently labelled "Speed ...". I'm not sure I can work this data into that format as it doesn't have the raw data.
Also, I see it is classified as Light, Heavy or Unclassified. Do you know which category a bicycle would fit into, and whether it would be in the same category as a motorbike or moped or scooter etc?
It might be useful to work out which numbers are which for the Vehicle Classification (NZTA2011), though I guess they are what we see on page 39 of https://www.nzta.govt.nz/assets/resource... ?
If you think it is going to be too substantial to collate into a format where I can see speeds of each vehicle class separately, would I be able to just get the raw data?
Yours sincerely,
Hugh Davenport

Hello Hugh,
The report is what we get from the survey. There is no other information that I can provide to you on this.
The breakdown in vehicle types is done in line with the NZTA classification, but speed is recorded against the direction only as opposed to the vehicle class.
I'm afraid you will need to work with what has been provided.
Kind regards
Chris
