Dear Jake Preston
The Ministry of Business, Innovation and Employment (MBIE) has received
your request for information and is currently processing it. I note that
part of your request, which asks for all training materials used within
MBIE relating to the way it deals with Official Information Act (OIA)
requests, would require significant resources to answer. By way of
response, it may help to explain that MBIE administers a wide range of
policy, regulatory and service delivery functions across multiple
portfolios, so different areas of MBIE will hold ad hoc training that is
specific to their business needs and the different types of information
that they hold. We would need to contact and consult with different areas
of MBIE in order to respond to this part of your request, which may take
several weeks to complete. Furthermore, your request for undocumented
recollections relating to the way OIA requests are dealt with at MBIE
would also require significant resources to answer. Hundreds of MBIE
employees are involved in the OIA process, and your request for
undocumented recollections would involve interviewing each of these
employees.
As such, your request for all training materials and undocumented
recollections will be very difficult to meet without substantial collation
or research, and we may have to refuse it under section 18(f) of the OIA.
MBIE would like to suggest that you refine your request to training
material about the OIA that is used Ministry-wide. MBIE also suggests that
you narrow your request to only cover documents at this stage. If you are
not satisfied with the response to your request, you could make a further
request for undocumented recollections in particular areas. It is likely
that, due to the size of MBIE and the significant resources required to
interview all staff for recollections, any request for all recollections
is likely to involve substantial collation and research.
Please let us know before Friday 17 May whether you are prepared to amend
your request and, if so, how. Please note, if you do amend your request,
this will be considered to be a new request for the purpose of calculating
the maximum statutory timeframe for response – see section 15(1AA) of the
OIA.

Dear CLM Ministerial Services,
I am happy to receive any ministry wide OIA training materials, but I am also interested in what was the Department of Building and Housing and any specific way of handling requests they employ, for example I am interested to see how an official information request is handled, say from a member of cabinet, a member of the opposition, and a member of the public. Similarly I am keen to understand the internal processes involved when a request is received, through to when a response is issued.
