Dear Mr Preston
I refer to your three requests dated 16 April 2019 for all communication,
emails, notes from phone calls and recollections of interactions between
MBIE and Dave Brunsdon, Hugh Cowan or Graeme Beattie between 02 March 2018
and 30 May 2018.
An initial search of MBIE’s systems has yielded a substantial number of
documents potentially in scope of the requests. It would assist MBIE to
collate the response efficiently if you would agree to refine the scope of
your requests. Is there a specific subject matter you are searching for,
or any keywords which MBIE can use to assist with its search?
In order for the Ministry to be able to reply to your request in a timely
manner consistent with our obligations under the Act, we ask that you
confirm as soon as possible.
Depending on your response, we may consider extending the timeframe,
fixing a charge, or refusing the request under section 18(f) of the Act,
as responding to your request, as it stands, would require substantial
collation and research.
Kind regards
Edward Firth

Dear Edward Firth,
If you could supply me with the list of the keywords used to classify the documents which have been returned by your initial search then I will be able to refine the search for you to the keywords associated.
Yours sincerely,
Jake Preston

Ministry of Business, Innovation & Employment
Dear Mr Preston
I did not use any keywords in my initial search as that would be likely to not capture all documents within scope of your request. As a starting point, I carried out a search of all emails between MBIE and Dave Brunsdon, Hugh Cowan or Graeme Beattie between 2 March 2018 and 30 May 2018. This search has returned a substantial number of emails which is why I have asked if you are able to refine your request.
Once I have an understanding of the subject matter you are interested in, I will be able to further my search to include all communications, notes from phone calls and recollections of interactions.
Kind regards

Dear Edward Firth,
But the documents your search has returned will have classification by keywords, surely. If you can provide that list of keywords from the documents returned by the date search, then I can limit to certain keywords, that MBIE has used to classify these documents.
If you are unable or unwilling to do it that way, then I would like all documents, as requested. If you would prefer I can break the requests I made into all documents per day and make 267 individual requests to cover each day and each individual. I dont believe requiring me to do it this way would be within the spirit of the act, but I am happy to do this if that is how MBIE would like the requests made.
Yours sincerely,
Jake Preston
