Unanswered questions about empty dwellings in Epuni East

Tim Makarios made this Official Information request to Kāinga Ora–Homes and Communities

The request was partially successful.

From: Tim Makarios

Dear Housing New Zealand Corporation,

Thank you for the information contained in your response to my earlier request, titled "Empty Housing New Zealand dwellings in Epuni East" https://fyi.org.nz/request/9906-empty-ho...

Unfortunately, your response did not provide all the information that was requested, so I am now asking again for information that I already asked for, but which you didn't provide.

In particular, my question 5 asked you to identify each dwelling by a unique letter when providing the other information about it (where it was not possible to provide the address). Because you didn't do so, I have no way of knowing if, for example, the dwelling that had been empty for 140 days was one of the ones that was ready to let, one of the ones that was "temporary accommodation", or one of the ones that was under repair. Just to spell out the information that I still want:

1) Regarding the dwelling in Epuni East that Housing New Zealand purchased on 8 June 2018 and that was still vacant on 27 February 2019: was it categorized in your response to my previous question as "ready to let", "temporary accommodation", or "under repair"?

2) Regarding the dwelling in Epuni East that Housing New Zealand purchased on 31 July 2018 and that was still vacant on 27 February 2019: was it categorized in your response to my previous question as "ready to let", "temporary accommodation", or "under repair"?

3) Regarding the Housing New Zealand dwelling in Epuni East that had been vacant for 140 days on 27 February 2019: was it categorized in your response to my previous question as "ready to let", "temporary accommodation", or "under repair"?

4) Regarding the Housing New Zealand dwelling in Epuni East that had been vacant for 64 days on 27 February 2019: was it categorized in your response to my previous question as "ready to let", "temporary accommodation", or "under repair"?

5) Regarding the Housing New Zealand dwelling in Epuni East that had been vacant for 6 days on 27 February 2019: was it categorized in your response to my previous question as "ready to let", "temporary accommodation", or "under repair"?

6) Regarding the two Housing New Zealand dwellings in Epuni East that had been vacant for 2 days on 27 February 2019: were they categorized in your response to my previous question as "ready to let", "temporary accommodation", or "under repair"?

Furthermore, I note that "temporary accommodation" was not one of the categories in the document I referred to in my previous request. Indeed, "temporary accommodation" seems to relate to the intended use of the dwelling, rather than the reason for its vacancy.

7) Do the quarterly "vacant stock" reports such as https://hnzc.co.nz/assets/Publications/R... include all dwellings owned by Housing New Zealand that are vacant on the specified date?

For each of the dwellings that was classified as "temporary accommodation" in your response to my previous question, please provide the following information:

8) Which of the following categories in your "vacant stock" reports did the dwelling belong to on 27 February 2019: "ready to let", "under repair", "pending decision", "pending redevelopment", "renewal and maintenance", or "SLED"?

9) If the dwelling was vacant on 31 December 2018, which of those categories did the dwelling belong to in the "vacant stock" report for that date, as linked to above?

Please answer questions 8 and 9 separately for each dwelling, and, when doing so, identify which property you are referring to by specifying the number of days it had been vacant on 27 February 2019. The purpose of this request is to ensure that I can tell which property is which when you're answering those questions.

Next, I return to a question you didn't answer in my original request on this topic, titled "Empty Housing New Zealand dwellings" https://fyi.org.nz/request/9695-empty-ho...

10) Regarding the two dwellings in Epuni East that Housing New Zealand purchased in 2018 and that were still vacant on 27 February 2019: are they 17 and 39 Durham Crescent?

And finally, some genuinely new questions, regarding 17 Durham Crescent, Fairfield, Lower Hutt:

11) What was Housing New Zealand's long-term intention regarding 17 Durham Crescent when it purchased that dwelling? For example: demolition, long-term use as temporary accommodation, long-term use as long-term accommodation, or something else (please specify).

12) Had Housing New Zealand's long-term intention regarding that dwelling changed by 27 February 2019? If so, what had it changed to?

13) Has Housing New Zealand's long-term intention regarding that dwelling changed since 27 February 2019? If so, what has it changed to?

Sincerely,

Tim Makarios
