I am requesting that you please provide me with the following information relative to the NZ Winter Energy Payments for superannuiants;
1. Copies of official documents that show the rate of payment for a married couple for the past 10 years.
2. Copies of official documents that show how the abovementioned rate of payment has been calculated over the past 10 years.
3. Copies of official documents that show annual increases by their percentage points.
4. Copies of official documents that show how the abovementioned increased rate of payment has been calculated for the past 10 years.

Dear OIA_Requests (MSD),
I refer to my OIA request dated 25/2/2025 and your reply dated 25/3/2025.
In relation to clause 1. of my request, I asked for "Copies of official documents that show the rate of payment for a married couple for the past 10 years." You replied saying that "All historical rates of WEP is publicly available on the Ministry’s Work and Income
website at the following link: www.workandincome.govt.nz/map/deskfile/e.... "
It is not true that all historical rates of WEP are publicly available on the Ministry's Work and Income website. I have visited the link you provided and the only historical WEP rates published there are for the years 2018, 2020 and 2021. Therefore your response did not answer or satisfy my very clear and specific information request. I am accordingly asking you to provide - without delay - the full extent of information I asked for.

Thank you for your email below. I have copied the relevant paragraph from the Ministry's letter to you that explains previous changes to the Winter Energy Payment rate:
"The rate of WEP has remained the same since it was introduced in 2018, except between 1 May 2020 and 1 May 2021, where it was temporarily doubled as part of the COVID-19 response. As such, your request for annual increases and calculation of the increases is refused under section 18(e) of the Act as this information does not exist."
