Dear Auckland Council (AC),
Please provide any information you hold showing the budgeted revenue from, and expenditure for, annual targeted rate charges for the domestic waste collection service to be provided by AC in Rodney Local Board Area to replace the current private sector collection arrangements. This would be for the part year of 2025/26 and for 2026/27 full year if you have those numbers or any forecasts for them yet.
If the only numbers you have are for a part year, please indicate how many days that covers.
If any expenditure was incurred for the service in 2024/25 please show that.
Please show separately any capital expenditure (e.g. for new plastic bins or equipment) associated with the decision and how much this will add to AC assets (gross and net) at the end of year 2025/26.

Thank you for your response of 4 August.
You advise that Auckland Council budgets are based on waste collection supplier contract areas rather than Local Board boundaries. You also advise that "We therefore work out the costs of providing these services" which "the targeted rates for waste management are used to fund"
it is therefore clear that in working out the costs for budgetary and management control purposes you have to estimate the number of properties collected from and use some assumptions or past data to estimate the costs of providing those services.
Please provide me all with the documentation you hold which shows how you calculated estimated costs and budgets for the 2025/26 year for the contract area (or areas) that cover the Rodney Local Board area together with the calculations used and final budgets (if different from calculation please say and show why). This should include all assumptions used to generate estimates and any values like number of properties or unit costs applied in the calculations including for contingencies. Spreadsheets used may be provided if that is easiest.

Dear Mary-ann Childs,
Thanks you for your response of September 8.
I note that you have chosen to summarise the amounts rather than provide the complete set of documents requested that you used to calculate the budget estimates.
Further to this enquiry could you please provide the waste volume forecasts referred to and the contract unit prices they are multiplied by to estimate the costs you have provided. If these values are not for a single contract for the whole of Auckland, please provide them broken down into the smallest contract areas you use for calculating costs and identify the boundaries of those areas.
Please also provide a complete set of equivalent values for the previous (2024-2025) year for the items in each of the tables provided. Include the waste volume forecast and contract unit prices comparable to those provided in response to the request in the previous paragraph. Provide actuals where available and otherwise budget numbers or estimated values used last year to forecast costs.
