Under the Official Information Act 1982, I request the following information:

1. The radio frequencies currently licensed for use by Horizons Regional Council (or its contracted operators) for all purposes (public transport etc).
I would like the purpose of each frequency if applicable to be included.

2. The name of the license holder(s) and the associated callsigns or transmitter locations, if applicable.

Dear Mr Sijm,

 

Thank you for your Official Information Act (OIA) request received on 7
July 2025, requesting information on radio frequencies used by Horizons
Regional Council and its contracted operators, including their purposes,
licence holders, call signs, and transmitter locations.

We acknowledge your interest in understanding how radio spectrum is used
by Horizons Regional Council. However, before providing a response, we
wish to outline a number of concerns relating to cybersecurity and
operational risk that we must carefully consider in relation to this
request.

Operational and Cybersecurity Considerations

Some of the radio frequencies in use by Horizons Regional Council support
the real-time operation and monitoring of critical hazards,
infrastructure, and public services, including but not limited to:

·         SCADA and telemetry systems

·         Environmental monitoring networks (e.g. rainfall, river levels,
flood & Lahar warning)

·         Remote operations of flood protection assets

·         Internal and CDEM communications during emergency response

The disclosure of detailed frequency allocations, call signs, and
transmitter site locations may:

·         Increase the risk of intentional or unintentional radio
interference (including potential jamming)

·         Enable interception or spoofing of unencrypted signals

·         Support reconnaissance activity by individuals seeking to
disrupt or interfere with regional operations, including civil defence
functions

·         Undermine the security posture of critical communications
systems

These concerns are consistent with advice from national agencies and
cybersecurity principles related to critical infrastructure protection.

 

Our Position and Willingness to Engage

While we are currently assessing this request under the LGOIMA, we are
also committed to transparency where it does not compromise safety,
privacy, or the resilience of the public systems that we operate on behalf
of our community. As such, we are open to engaging directly with you to
clarify the intent of your request and explore whether a form of redacted
or summarised information may satisfy your objectives without introducing
unacceptable risk.

 

We would welcome a short discussion or correspondence with you to:

·         Better understand the intended use or interest in this
information

·         Identify whether a general description of frequency use (e.g.
purpose by band or service) would be acceptable

·         Ensure that any disclosure aligns with our obligations to
protect public assets and operational security

Under the LGOIMA Local Government Official Information and Meetings Act
1987, our current stance it that we will withhold this information, given
the above considerations under section 6(d) of the Act, where disclosure
is likely to endanger the safety or operations of the Council or its
services.
