I have several questions relating to funding of medical supplies in New Zealand public healthcare system.
1. How much money is spent annually on the purchase of hollow-bore needles for use in the NZ public healthcare system, and who is the provider of these supplies?
2. What are the numbers and types of (hollow-bore) needles purchased annually for use in public health?
3. How many public health care workers, who have experienced a needle stick injury while in the workplace, test positive for Hepatitis B Virus (HBV), Hepatitis C Virus (HCV), and/or the Human Immunodeficiency Virus (HIV) annually?
4. Does the ministry have any plans and/or policies in place to reduce instances of needle stick injuries in the public healthcare system?

On 27 May the four DHBs in the Northern Region (Auckland, Waitemata,
 Northland and Counties Manukau) were requested by the Ministry of Health
 to respond to the following two questions, which are:
 
1.       “How much money is spent annually on the purchase of hollow-bore
 needles for use in the NZ public healthcare system, and who is the
 provider of these supplies?
2.       What are the numbers and types of (hollow-bore) needles purchased
 annually for use in public health?”
 
As the shared services provider for the Northern Region we have been asked
 by the DHBs to coordinate a response for the Northern Region DHBs.
 
‘Hollow-bore needles’ is a very broad term that would include a wide range
 of products, including but not limited to hypodermic needles, lumber
 puncture needles, spinal needles, IV cannulas, winged infusion sets, blood
 collection sets, blood collection needles, indwelling port access needles,
 biopsy needles and any other kits/packs containing needles. 
 
Because of the wide range of products that fall under the description
 ‘hollow-bore needles’, we would need to conduct a high number of searches
 in various systems, using codes that we believe are most likely to
 generate the requested information.  This will require a significant
 amount of time to compile (and is likely to require an extension in time),
 but more importantly, we are concerned that the results of such searches
 will not necessarily generate the results that you are looking for.  We
 would also need to charge you for the cost of these searches. 
 
In order to enable us to provide the most accurate, comprehensive and
 helpful information to you, and to enable us to tell you the cost of the
 searches we will have to undertake, we ask for the following
 clarification. 
 
o What particular types of hollow-bore needles are you interested in (as
 this may substantially cut down the time it would take to provide this
 information and may lead to more accurate results); and
 o Why are you looking for such information (as this will assist our
 Clinical Product Co-ordination team and other analysts in doing the
 relevant searches).
 
Once we have answers to the above questions we will be able to commence
 collection and advise an estimated cost and timeframe for when we will be
 able to provide this information.
