Various GCSB Information
Joshua Grainger made this Official Information request to Government Communications Security Bureau
The request was partially successful.
From: Joshua Grainger
Dear Government Communications Security Bureau,
I would like to request under the Official Information Act a variety of statistics and information that the GCSB holds.
First, I would like to request the Annual Report presented to the Minister under s12 of the GCSB Act for the 2011 year (only reports upto 2010 are listed on the GCSB website).
Second, if the GCSB has prepared any "Briefing for Incoming Ministers" or "BIM" (as Government Agencies often do) for the 2011/2012 period, then I would like to request that report.
Third, I would like to request the number of computer access authorization issued under s19 of the GCSB Act for the 2011 period, with a breakdown by month, and any other type of breakdown that is available, such as whether the computer system is based on foreign or New Zealand soil, the type of computer system, the value of the information sought, the interest being advanced in s7(1)(a) of the GCSB Act, or the period for which the computer access authorization is being issued for against s22 of the GCSB Act.
Forth, I would like to request any correspondence that the Bureau holds regarding the issuing of the last three computer access authorization issued under s19 of the GCSB Act. To clarify, I want this to include both internal correspondence and correspondence outside the Bureau.
Fifth, I would like to request the number of Official Information Act requests in the 2011 period that the GCSB have a) received, b) transferred to another agency, c) have responded to outside the 20 working day deadline for responding to requests, d) been declined, and if possible a breakdown of reasons for decline, e) the number of complaints that have been filed with the Ombudsmen regarding OIA requests and the GCSB, f) the mean date for reply to requests, g) the median date for reply to requests.
Sixth, I would like to request any information that the GCSB holds regarding to the "Anti-Bases Campaign" organization, including internal correspondence.
Seventh, I would like to request the number of reports in 2011 that the Director of the GCSB has made to other agencies or persons under s25 of the GCSB Act. For each communication I would like to request, firstly, the agency or persons that the report was communicated to, and second, the suspected offence.
Eighth, I would like to request the number of interception warrants issued under s17 of the GCSB Act for the 2011 period, with a breakdown by month, and any other type of breakdown that is available, such as the value of the information sought, the interest being advanced in s7(1)(a) of the GCSB Act, whether it is being issued for a foreign company or foreign person, or the period for which the interception warrant is being issued for against s22 of the GCSB Act.
Ninth, I would like to request any policies, guidelines, or other instructional information that the GCSB holds for dealing with Official Information Act requests.
Feel free to contact me if you wish to clarify my request.
Yours faithfully,
Joshua Grainger

Government Communications Security Bureau
Dear Mr Grainger,
Our records show that your email request was dated Sunday 11th March, and
was receipted by the GCSB on Monday 12th March (the first working day
following the date of your request). By my calculation, therefore, the
response was in fact due on 11th April. As it is now the 12th, and you
have not yet received a substantive response, I acknowledge that the
statutory deadline has been missed. This is regretted.
A reply is in final draft. I have asked for urgent advice on when the
information required to complete the response will be available, and I
hope to be able to forward that response by the end of the week.
Yours sincerely,
Hugh Wolfensohn

Obtained this reply following a complaint to the Ombudsmen. I've filed a follow up complaint due to the refusal of the majority of my request: in particular not the number of how many wiretap or computer hacking warrants are in place (or how long they're authorized for).
