Streamlined Access To Motor Vehicle Register

Dear New Zealand Transport Agency,

This is a request under the official information act.

Please advise :

(1) The names of everyone or every company who has "streamlined" access to the motor vehicle register and can access information on people who have advised the registrar that they do not want their name and address disclosed.

(2) How many times each user has accessed the register.

(3) What data may be disclosed i.e. name, address date of birth, etc

(4) For each streamlined customer a copy of their application and your notes/emails/meeting minutes etc that show why the decision was made and justifies the decision that their request always outweighs the rights of the individual.

This request was made after I read a similar request http://fyi.org.nz/request/who_can_access... by Alex Harris. I was intrigued by the reference to "streamlined access" and a quick google search found an allegation that the NZTA have provided a "backdoor" to the register for certain individuals and companies.

We are currently completing your request, but require you to refine the
below:

Good morning Ellen

I would prefer to use email. This maintains a public record on the fyi web site.

I must say I was surprised that it took almost a month to get a reply that essentially gives no information.

My request was made after I noticed the list of agency's with streamlined access referred to in another oia on fyi.org was not actually attached.

So to progress this, please send a list of all agency's that have streamlined access. This should only take a minute as it was already prepared for a previous enquiry.

I will use this list to see what needs deeper investigation.
