Response to this request is long overdue. By law Dunedin City Council should have responded by now (details and exceptions). The requester can complain to the Ombudsman.

Dear Dunedin City Council,
I made this request and it was refused due to "commercial sensitivity" - as pointed out in my previous request there can be no question of commercial sensitivity here as there is no question of a competing stadium gaining a commercial advantage, or of a competing rugby union gaining a commercial advantage - such things simply do not exist.
So I'm going to ask this question again, more specificly: "When Mr Davies said that he was engaging in behaviour that he characterised as 'likely to enrage the ratepayers' what was he doing? and why were the ratepayers likely to be enraged?"
