Dear New Zealand Police,
I would like to request the following information under the
Official Information Act 1982, seeking information about police policy manuals and GI.
Recently you released a policy chapter list in response to another OIA request. I would like to request under the Official Information Act 1982 the following policy chapters:
Alcohol and drug testing Manual
Alcohol and drug impaired driving Manual
Arrest and detention Manual
Bail Manual
Bank accounts Manuals
Blackmail Manuals
Bulk Seizures (D221)GI
I would prefer to receive an electronic response. Queries about this request will be automatically forwarded to me by the fyi.org.nz website
With regards to s12 of the OIA, I am an NZ citizen and in NZ. I’ am aware of my rights in regards to requesting information under the Official Information Act 1982 & Privacy act 1993 and the Ombudsmen process.

The purpose of this contact is to advise that through an administrative
assignment error within police your request has not yet been auctioned.
Having been made aware of the request today, work has commenced to provide
a response.
As previously advised to you on 19 November 2012, each policy requested
will need to be examined to ascertain if it contains any material that
will be withheld. If any deletions are required from policies before they
are released, there may be a charge to you in accordance with the Ministry
of Justice charging guidelines. You will be advised of that estimated cost
and payment in part or whole may be required prior to that deleting
commencing. It may be that there is no cost to you, however it is not
possible to make that decision until the policies have been examined.
I apologise for the delay in responding to your initial request. A reply
will be provided as soon as possible.

The police want to charge
"for each business owner to read, review, and edit/redact any information to be withheld, and for that to be checked by an appropriate supervisor".
This is expressly contrary to the Ministry of Justice's charging guidelines, which state that a charge
"should NOT include any allowance for... time spent deciding whether or not access should be allowed and in what form."

If the police persist in trying to charge for this, I suggest going to the Ombudsman.
