I would like to request the following information under the
Official Information Act 1982, seeking information about police
policy manuals and GI.
Recently you released a policy chapter list in response to another OIA request. I would like to request under the Official Information Act 1982 the following policy chapters:
Pre-charge warnings Manual
Protected voluntary military service or training Manual
Psychometric assessments Manual
Public notification of offender's details Manual
Radio Protocols Manual
Retention and disposal of Police records Manual
Search Without Warrant (D212) GI
Security - Acceptable Use of Technology Resources and Information Manual

Please pass this on to the person who conducts Freedom of Information or Official information request reviews.
I am writing to request an internal review of New Zealand Police's handling of my FOI/OIA request 'Police policy chapter manuals'.
I would like to know the reasons why the police have ignored s18B of the Act, requiring them to consult before rejecting a request on the grounds of 18(f).
I disagree with the refusal of the request under 18(f) of the act. I believe that the majority of the requested manuals should be easily accessible and available for duty officers if required. Out of 99 requested police manuals & general instruction, I find it hard to believe that many of these manuals requested are not easily accessible on the Police instruction system; police computer network or archived in hard-copy or digital format available from previous OIA requests and public documentation.
I will be filing an OIA request complaint to the Office of the Ombudsman as is my right. I will be continual asking for the manuals & GI to be freely available for the general public in future OIA requests.

The police seem to have ignored s18B of the Act, requiring them to consult before rejecting a request on the grounds of 18(f)

They also seem to be including redaction time in their claim of "substantial collaction and research". This is certainly improper when fixing a charge (OIA users don't have to pay for their requests to be rejected), and it likely is here too.
While not legally required, they also do not seem to have considered the value of proactive publication, which would mean not having to deal with such requests on a regular basis.
I suggest going to the ombudsman.
