Subject: Outcomes of today's 3pm meeting
Peter M's just briefed me on what was agreed at this afternoon's meeting
of Board Chairs with the Mayor, Deputy Mayor and GMs.
Key points:
- another meeting with same participants to be organised for Friday 13
April (I'm working on a time with other staff so will confirm specifics
early next week)
- Boards to each compile a "top issues" list of quake recovery issues -
prioritised - delivered to Michael Aitken by next Friday 30 March.
- Staff will have a response to those lists for the 13 April meeting,
for discussion
- if what's on that list is covered by Council business, but can't be
done in a reasonable time, or requires additional funding or staff, then
the Mayor will discuss with the Council
- staff are also to consider how to utilise offers of volunteers' help.
You all have a role to play in terms of compiling this "top issues list"
by next Friday. Please contact your Board Chair asap to discuss how you
can progress with Board members.
In terms of the size of the list - we probably need to be realistic with
the Boards and suggest around 10 issues, ranked in priority order -
could be a bit more or less, but much more and I think it will be
unrealistic.
And to re-emphasise - the list is about quake recovery issues, not
general matters.

Well, this doesn't entirely match up with my account on Friday, does it.
I've spoken to Peter - definitely the emphasis was on: what are your
issues, then staff will work through what can be done, and if things
can't be done within a reasonable timeframe or without more staff
resources, then the Mayor was going to talk to Councillors about extra
resource/funding.
Nothing said about assuming a new advisor would be necessary, nor about
that person's reporting lines.
So - up to you to work through with your Board Chairs, start from my
email last Friday and do your best.

On the Spreydon Heathcote side of the Port Hills rock issues and
displaced , upset residents; the need to have Port Hills White Zone
meetings well co-ordinated and the Community Board receiving key
information before these meetings.
(Port Hills Strategy Cttee (3 Community Boards) meeting set up with
Cancern & CERA to improve communication )
Vernon Tce (and other parts of Bowenvale): Springs creating wet ground
and potential instability in winter
Rydal St has ongoing liaison issues that need local coordination
Follow-up meetings required with Thorrington Residents
Ashgrove Tce and Riverlaw Tce - Residents' issues have yet to be
attended to; water is already under some houses with change in stream
backwater ponds and now potential winter flooding
Shopping Centre re-builds at Beckenham and Selwyn St need follow-up work
, as well as the Sydenham Suburban Centre Master Plan needing clearer
liaison with Community Board.

Dear Michael,
I have discussed this with the Chairperson - Val Carter - and she confirms that the list as submitted are the priority areas for the Fendalton Waimairi ward.
The ward was significantly impacted by the earthquakes and over the last 18 months has been further impacted by decisions/actions taken to ameliorate major issues in other wards - e.g. relocation of businesses, re routing of traffic and an influx of demand for scarce facilities. There has been no CERA, or other agency, pro active activity to identify, address or co ordinate the many issues across the piece in the ward. Therefore the Community Board believes that it is only at the threshold of understanding and dealing with the many issues necessary to support recovery and which are identified in the priority list.

At last week's Board Chairs meeting I'd said I'd update you regarding progress on the outcomes identified at the meeting with you in the Mayor's lounge on Friday, 20 April.
1. Database
We are refreshing the Elected Members Intranet to ensure accessible information is kept in one place: the monthly CEO update on Council projects, the monthly SCIRT up dates, key reports to Council on infrastructure and the Community Facilities Rebuild. This information will join the current information already there on consent applications and consents granted. This "refresh" will take place over the next few weeks and staff will email all Board members to advise them.
There is already a mechanism in place to track requests from the Boards; the monthly resolutions table. Any quake recovery issues raised during Board meetings requiring staff follow-up will be incorporated in this table and staff will report back on proposed completion dates and progress.
2. Board Advisers
I've now met with the Board advisers and there are a number of useful management issues raised by them which I'm working through.
3. Case Study Involving Lyttelton/Mt. Herbert Community Board
I've had discussions with the Strategy and Planning Group and we're meeting shortly with Michelle Mitchell's team to discuss the role of CERA's earthquake co-ordinators to provide information for the Boards. I attach a copy of the minutes of the Board Chairs meeting of 23 March 2012 where CERA's co ordinators were discussed.

Appreciate that there are other things to do!
In general, the large spreadsheet should form the basis of the "new" tracker. If an issue is already in the action tracker from a board resolution then it shouldn't be on this new list. This is for outstanding issues that the CBA would track on behalf of the Board and the CBA would use to update the Board as to where the issues have gone but issues that have fallen short of a Board resolution.
Hope this makes sense - a mock-up for Friday would be great.

Hi Michael, I'll see what I can do I'm away for the rest of the week too and smack into the Annual Plan submissions on Monday.
Must admit I was surprised when I heard this - the issues they raise regularly are certainly captured in the table that tracks requests for reports or information. We'll need to have a good look at that (50 pages long!) to ensure we avoid duplication with any new mechanism.

As part of the discussions with Community Board Chairs we have an idea of using an issues tracker, similar to the board resolutions tracker, where board members can raise and track issues such as those identified in the current process. I assume there is some template that would work and that CBAs would maintain it for each board?
I'm away for the rest of the week but can discuss with you on my return. In the interim it would be useful to take what we already have and populate a template??
