Thank you for your email requesting the release of the 2010 property
rating valuation roll/data held by the Christchurch City Council.
Unfortunately the information you are seeking does not exist. The
three-yearly revaluation of all property in Christchurch was underway
when the 4 September earthquake hit. The revaluation was a mass
appraisal process as required by the Rating Valuation Act. During a mass
appraisal valuation, rather than Council's valuers carrying out 160,000
individual valuations, they create a series of indices, based on sales
data and a number of variables. These are then applied to individual
properties to generate the new rating values. So although the planned
valuation had a notional date of 1 August, actual values were not
expected to be available until November.

When the September 2010 earthquake struck the valuers were working on
the indices. Because of the widespread property damage Council
instructed our valuers to cease work on the valuation because the
results would have been meaningless and could not have gained the
approval of the Valuer General. At the time work ceased, work had not
progressed to a stage where values were proposed for individual
properties or submitted to the Valuer General for his review and
approval.
