I refer to your request in your email received on 11 June 2012 under the
Official Information Act 1982 (the Act) for details of who made anonymous
donations to National, Labour, and Green’s political campaigns in 2011.

 

Section 207(2)(b) of the Electoral Act 1993 defines “anonymous” in
relation to a party donation, as a donation that is made in such a way
that the party secretary who receives the donation:

 

(i)            Does not know the identity of the donor; and

(ii)   Could not, in the circumstances, reasonably be expected to know the
identity of the donor.

 

Parties are not permitted to retain anonymous donations exceeding
$1,500.00. The Electoral Act 1993 requires parties to disclose the number
and total amount of anonymous donations not exceeding $1,500.00 in their
annual donations returns.

 

For the year ending 31 December 2011 the Green Party’s return did not
include any anonymous donations. The National Party return declared 17
anonymous donations totalling $3,015.00, and the Labour Party return
declared 37 anonymous donations totalling $5,694.20.

 

Accordingly, in respect of your request the Electoral Commission does not
hold any information about who made anonymous donations to these parties
for the year ending 31 December 2011. 

 

You have the right under section 28(3) of the Act to complain to the
Ombudsman if you are not satisfied with the response to your request.
