      They actually did end up having policies on this, which was sent privately in another request. They follow the AUSTROADS standards (can get it online) Guide to traffic engineering practice series, part 7, traffic signals, third edition.
In that document, it outlines that cyclists travel at minimum 20km/h, no matter what terrain or incline. It has been noted that I was interested it wasn't mentioned in this request.
