Elaine: The advice from the Citizens Advice Bureau is correct. However TVNZ's angle is not asking you why you want it, they are asking you in what context your person ("Elaine Smith") relates to TVNZ. You could have been a past employee for example, in which case TVNZ would focus its effort on searching HR sources, rather than searching irrelevant sources like news footage.
I believe TVNZ is genuine in asking for the background on what your request relates to. By providing this background information, I believe it will greatly assist them to then determine what sources to search and who in TVNZ would provide subject matter expertise.
Rogers: I agree that the Privacy Act applies in this case. I assume TVNZ will apply that Act instead of the OIA.

Elaine, you could be a lot more helpful. Let's hope TVNZ can identify some appropriate internal information sources to search that may contain your personal information.
