Dear Television New Zealand Limited (TNZL),
Please provide me with electronic copies of the content of any electronic or hard-copy correspondence (letters or emails) between TNZL and Television International Enterprises Archives (T.I.E.A) between 2012 & 2018.
Specifically any correspondence relating to any requests from T.I.E.A to TNZL that refer to, or request information about, access to, or copies of, internal TNZL records or information about any or all missing episodes of the BBC science fiction drama 'Doctor Who'. This includes any correspondence or requests to TNZL from Philip Morris Executive Director of T.I.E.A or any other employee or representative of T.I.E.A.
This also includes any responses by TNZL to any correspondence received from T.I.E.A or its representatives including Philip Morris.
For the purposes of this request ‘missing’ means missing from the published list of episodes (i.e. 97 missing episodes as listed on the below wikipedia page)

Dear Dr Scott
I can honestly say, hand to my two beating hearts... that this information
doesn't exist at TVNZ.
There is no correspondence between TVNZ and TIEA.
We are well aware that many Dr Who episodes were lost by the BBC, and that
some have been restored by overseas broadcasters who bought rights and
retained files. We have trawled our archives to see if we had copies,
however our licence arrangements with the BBC don’t generally entitle us
to retain them beyond our broadcast rights.
In that case section 18(e) of the Act applies. In accordance with Section
19(b) of the Act we advise that you have the right to seek an
investigation and review of the above refusal by making a complaint under
Section 28(3) to an Ombudsman.
