Can I ask, when you say 'purpose built' houses, are you referring to houses that are built specifically for disabilities, and/or houses that have been redeveloped and/or refurbised for tenants with disabilities, or all of the above?

Yes both purpose built and modified.
But I see I may need to clarify modified. I'm aware of one poor sod in Upper Hutt for whom HNZ modified the kitchen and bathroom for the use of a wheelchair, but neglected to do the hallway leaving him crawling between his bathroom and kitchen. Last I heard it had been this way for over two years (2014).
So by modified I mean altered to be usable to permit normal activity that it is reasonanle to expect in a home.

Urban Development (the Ministry) has assumed responsibility for reporting
on public housing tenancies. We can confirm that we have made a decision
