NOTE TO OTHER ADVOCATES AND INTERESTED PARTIES
I have made this request because I am concerned that the TAS regulations are not fit for purpose, and may in fact force benefit dependency upon certain groups.
The trend of increasing IB/SLP recipients was in place before so perhaps I am wrong.
By obtaining the notes I expect to have confirmation that the calculation for Disability Costs assumes (incorrectly) that people with costs over the DA limit are in social housing. I say this because without this assumption the calculations for disability costs won't be sufficient.
If this is the case TAS is strategically vulnerable to changes in council housing policy (because council housing doesn't qualify for IRRS). Recently Palmerston North City Council considered raising rents to market rate. Although this idea was eventually discarded by PNCC there is no reason to think it won't be considered by others.
TAS appears to be incongruent with Social housing allocation policy, the Ministerial Directive on Disability Allowance, and the purpose of the Social Securities Act (ie supporting people with disabilities, and assisting into work). It also appears to contravene CRDP.
That does seem a lot to go unchallenged by anyone so its hard to believe.
I note that the Bill that came to Parliament that first included ‘Temporary Additional Support’ was the Future Directions (Working for Families) Bill 2004 so perhaps the other problems aren't considered important.
