I have the following information request which I hope you can assist with.

Please supply me with any background information that you have about the origins of the Office of the Children’s Commissioner and the reason(s) for it being established. When the Office was etablished in 1989, what were its roles and responsibilities?

In 1992, Ian Hassall and Beth Wood published a report entitled "Minimising the Risk of Sexual Abuse of Children in Early Childhood Services".

Please send me a copy of this report for research purposes.

Thank you for your Official Information Request,  received Monday 9.53 PM
, 17 September 2018.

 

You requested the following information:

1. Any background information about the origins of the Office of the
Children’s Commissioner and the reason(s) for it being established,
including, when the Office was established in 1989, what were its roles
and responsibilities?

 

2. A copy of the 1992 report , "Minimising the Risk of Sexual Abuse of
Children in Early Childhood Services" published by Ian Hassall and Beth
Wood

 

Please find our response to these points as follows:

1. Background information on origins and establishment of the Children’s
Commissioner:

We have attached two documents, both publically available, that outline
the establishment of the Children’s Commissioner:

·       OCC Book  “A Voice for Children”  (see particularly Chapter 1)

and

·       Briefing to the incoming Commissioner (see particularly Appendix
1)

 

We do not have any further information related to this request.

 

2.  1992 Report by Ian Hassall and Beth Wood.

·       Prior to the Children’s Commissioner’s Office moving location in
2001, the Office was located in the Vogel Building. During that period the
office records and all archival material was stored in the basement which
experienced a sewage flood. Because of the contamination and hazardous
waste all the material stored there was destroyed. During those early
years there was not yet a computer system in the Office.  I am sorry we
are unable to help with this request. You might consider contacting the
authors directly.
