Dear Joseph

I refer to your request of 19 August 2018 for:

1.       Police manual chapters relating to parking

2.       If a parking officer were to notice an illegally parked police
vehicle, and it is not apparent that the parking was necessary in the
execution of the officer's duty, can the police vehicle be ticketed just
like any other?

3.       Any police training/documents/information relating to Parking
Wardens/ Parking Officers.

There are no documents within the scope of your request. Therefore this
part of your request is declined pursuant to section 18(e) of the Official
Information Act as the information requested does not exist.

Police can confirm that all staff are subject to the same road user rules
as anyone else. Police would expect to and do get ticketed when violations
occur. There are exemptions for Police vehicles in emergency situations,
for example, section 6.6 of the Land Transport (Road User) Rule 2004
allows emergency vehicles including Police to park in special vehicle
lanes if the vehicle is being used in an emergency and is operating a red
beacon or red and blue beacons.

There are a number of territorial authorities who have introduced by-laws
that provide parking exemptions for Police. Police does not maintain a
list of territorial authorities with the exemption.  These exemptions are
administered by individual territorial authorities, should you wish to
find out more information about these exemptions you would need to request
this from the individual territorial authorities.

Yours sincerely

Jason Smith
