Official Information Act Request : Is Auckland Council Complying with the Public Records Act 2005 ?

Please supply the following information under the [Official Information Act (OIA) / Local Government Official Information and Meetings Act (LGOIMA)

Is Auckland Council complying with the Public Records Act 2005 ?

If Auckland Council are complying in part - but not fully, which sections of the Public Records Act are they not complying ( fully ) with ?

Since when have they not been complying ?

Is there any reasonable explanation given by Auckland Council for their non-compliance with the Public Records Act ?

What measures need to be taken by Auckland Council to ensure that they are fully compliant with the Public Records Act ?

Is it within the powers of the Minister of Internal Affairs AND/OR the Department of Internal Affairs to enforce complianceby Auckland Council with the Public Records Act 2005 ?

If it is not within the powers of the The Department of Internal Affairs to enforce compliance, who does that power lie with ?

P.S.
Neither the Office of the Controller and Auditor General nor the Minister for Local Government were able/willing to provide a meaningful response to the above questions ( sent 15th of May 2018 ) and we're still awaiting a response from Archives NZ and Auckland Council sent on 15th of May 2018.

A representative from the Department of Internal Affairs contacted us today to note that they had responded to this request in 2018 but it was evidently not processed correctly. They have indicated they are willing to re-upload their response soon, and we are assisting them in doing so.
