Kete Books One to Three have been provided, Kete Book Four has not. Restorative Practice is a powerful tool for managing student behaviour. It would be useful for the public to have access to all the guidelines you are providing to 'self-governing' schools, not just some of them.

Thank you for the opportunity to view the Kete Book Four on Restorative Practice Conferencing.
I disagree that a public entity should withhold this information, when our children are potentially subjected to the process in a school environment. It is a public interest that school processes are transparent and fair, not arbitrary or 'secret', particularly when it is a process to address wrongdoing or harm with potentially our most vulnerable students.
I strongly urge you to reconsider withholding the document and look forward to your response before taking further steps.

Dear Enquiries National,
My view is that Ministry Guidelines on Restorative Practice Conferences should be publicly available, just like the other three RP Kete. Particularly when schools are running conferences arbitrarily without any internal policies or procedures in place. Having to view by arrangement at your local office is contrary to the principles of the OIA and state sector transparency.
A complaint has been made to the Ombudsman, requesting that this information is released publicly so it is accessible for all interested parties, including students, student advocates, board of trustee members and academic researchers.

Dear Enquiries National,
Thank you for your offer to view your Restorative Practice Conference Kete Book 4 guidelines in your office. While I will take you up on this offer at some point, the guidelines the Ministry is providing to schools should be publicly available, just like the other three Restorative Practice Kete are as are any other Ministry guidelines.
Multiple schools are claiming to use 'Restorative Practice' with students, without any of their own policies or procedures in place. The public has a right to know the Ministry's full RP guidance to schools.
The refusal to publicly release Restorative Practice Kete Book Four has been referred to the Ombudsman.

Having recently tried to find the Kete Book 4 online and having no success, I too have submitted an ombudsman complaint regarding this to support the public release of this vital material.
