Dear Mirkyton  

 

Thank you for your email of 20 August 2021 to the Ministry of Education
requesting the following information:

 

 1. I would like to know if there is a list of approved videos used for
professional development of secondary school teachers.

 

 2. If so, please advise as to whether any of the approved videos contain
clips from "Prager University”.

 

Your request has been considered under the Official Information Act 1982
(the Act).

 

Professional learning and development (PLD) enables teachers, kaiako and
leaders to strengthen their capabilities throughout their career, and in
response to emerging needs within a system that learns. The Ministry will
support professional learning opportunities to be consistently high
quality and coherent with Te Marautanga o Aotearoa and the New Zealand
Curriculum.

 

In support of ongoing PLD across the education system, there are a range
of Ministry funded services to assist schools, kura, Kāhui Ako and
clusters as they identify their unique development opportunities to better
support the learning and well-being needs of ākonga and their whānau in
their community. There is a particular focus on those whose needs are not
well met now.

 

PLD is not directly provided by the Ministry and is instead delivered by
private, third party providers. These providers apply to the Ministry
through a tendering process to become a member of a panel for schools and
kura to choose from or to be awarded contracts to deliver services.

 

As the PLD providers are private businesses, they are autonomous and so
the Ministry does not ask them to create or use specific resources. Any
resource they do create is their Intellectual Property. They also have
autonomy to choose what additional resources to use. This could include an
authorised Ministry tool such as the Curriculum Progress Tools, or another
third-party’s resource.

 

While there may be a possibility that a PLD Provider references or uses
material developed by Prager University, or any other third-party
organisation, it is of their own accord. The schools and kura they are
working with have chosen to work with this provider and engage in the PLD
they are delivering.

 

The Ministry has created videos such as instructional guides, case
studies, or animations for information purposes, but there is no official
approved list of videos to use for professional development and the
Ministry has not made it mandatory for anyone to use any videos for
Ministry funded PLD.

 

We are therefore refusing this request under section 18(e) of the Act as
there is no list of approved videos and therefore, the requested
information does not exist.

 

Please note, the Ministry now proactively publishes OIA responses on our
website. As such, we may publish this response on our website after five
working days. Your name and contact details will be removed.
