Hi C Watson,
You didn't ask for "written" communications, and OIA does apply to unwritten information held in officials’ heads. (The Ombudsman has confirmed this in past complaints.)
You might wish to follow up with them pointing this out.
For example, if there was an oral conversation or a voicemail since deleted - this can still be official information and they can write it down from what they remember.
