Can you please break this list down into statutory & non-statutory agencies ?

Is the MSD responsible for all OIA requests involving security or are the security companies themselves responsible ?

Can you also please indicate that you received my request that I sent internally via MSD website yesterday in regards too total number of clients, costs etc ?

Dear Mr Stewart

On 12 February 2018, you emailed the Ministry requesting, under the
Official Information Act 1982, the following information:

·         Can you please provide me a list of all agencies that MSD shares
client information with? Can you please break this list down into
statutory & non-statutory agencies?

 

Information sharing and information matching are two separate frameworks
in the Privacy Act.

The information sharing framework provides for the authorisation and
oversight of Approved Information Sharing Agreements (AISAs). 

AISAs are an enabling tool that allows government agencies to provide
efficient and effective public services. An AISA can do this by allowing
agencies to collaborate and share information without intruding
on individuals' rights or exposing agencies to legal risk.

The lead agency for the AISA must publish a copy of the agreement online,
and must report on activity as specified by the Privacy Commissioner. 

A list of information sharing agreements, including the Ministry of Social
Development’s information sharing agreements, is available from the

The information matching framework provides a detailed set of rules
dealing with the supervision and operation of authorised information
matching programmes. Authorised matching programmes are listed in Schedule
3 of the Privacy Act.  These programmes must be operated in accordance
with the Information Matching Rules (Schedule 4) and Part 10 of the
Privacy Act. A list of authorised information matching programmes in
operation as at 30 June 2017 is also available from the Privacy

None of the agencies that the Ministry has agreements with are
non-statutory agencies.

·         Is the MSD responsible for all OIA requests involving security
or are the security companies themselves responsible?

 

The Ministry of Social Development is responsible for responding to
requests for information relating to Ministry security, where the
information is held by the Ministry.

Agencies may contract private individuals, companies or other
organisations to carry out particular work on their behalf. Information
which an independent contractor to an agency holds in that capacity is
deemed to be held by the agency.
