I don't understand the policing interest in participating in the festival. Do police decorate their vehicles for other festivals I wonder?

They also did a special car for te wiki o te reo Māori last year. In both cases, the events regarded a community that NZ Police have typically not treated well - Māori and LGBT folks. So I imagine they look like particularly attractive PR opportunities to police.

Good afternoon

 

I refer to your Official Information Act request of 9 February 2018 for
information on documents and communications held relating to the
development of the Rainbow Police Car.

 

The purpose of this email is to notify you that Police requires an
extension of time in which to respond to your request, pursuant to section
15A(1) of the Official Information Act 1982, because the request
necessitates a search through a large quantity of information and
consultations such that a proper response to the request cannot reasonably
be made within the original time limit.

              

Police require until 30 March 2018 to provide a substantive response to
your request.

From the response the Police state it cost $10,000 dollars - and they justify it's success from all the facebook and instagram likes they got.

The response was written in PR language and referred to metrics PR professionals use (audience share, etc), it was also signed from their head of public affairs.

So yes this was a good PR opportunity for them and they sure wanted you to know that.

They also state that the car is a visual representation of the work the organisation does to undertakes to support and celebrate employees from "all backgrounds". All means all; there is no room for less. It means every possible background that an employee would have. If you think about this for a moment, there are a huge variety of backgrounds, and some may not be those that the Police would want want to celebrate.
