Please provide copies of all briefings made to the Minister of Defence in relation to Operation Takapu and in relation to Operation Troy.

I am specifically interested in
-- any briefings, emails, letters, or reports, etc, made to the Minister of Defence, or his office, before the decision was made to proceed with Operation Takapu
-- any briefings, emails, letters, or reports, etc, made to the Minster of Defence, or his office, before any decision was made to proceed with Operation Troy
-- any briefings, emails, letters, or reports, etc, made to the Minister of Defence, or his office, on the implementation of Operation Takapu; and including any reports, etc relating to the consideration of extending this operation beyond January 2018
-- any briefings, emails, letters, or reports, etc, made to the Minister of Defence, or his office, on the implementation of Operation Troy.

I am a New Zealand citizen, resident in New Zealand.

"Out of scope" is not a lawful reason to withhold information under the OIA. But NZDF have used it here to withhold multiple small parts of a document they have released.

This is against the spirit *and* the letter of the law, and you'd be justified in requesting that they release the document with the information withheld in this way included, or complaining to the Ombudsman.

Hi Mark. Thanks for that comment. I have run into this "out of scope" before with the National Minister of Transport (now leader of the opposition). Requested the full document on the grounds that I am the one who should judge whether comething is out of scope not the information provider.

Will be getting back to NZDF requesting the full documents provided, including the out of scope deletions.

More worrying is that the deployment was first made in 2003 and the NZDF has no record of briefings, etc made at that time.
