Thank you for your email of 31 December 2025, in which you requested,
pursuant to the Official Information Act 1982 (the Act) the following
information:

 

 1. Copies of any written reports, briefings, or updates received by you
or your office from the New Zealand Defence Force liaison/observer
officer deployed to Israel since the start of that deployment.
 2. If no such documents have been received, confirmation of that fact.
 3. If such documents exist but are withheld in full:

a) the number of documents received and the date range they cover, and

b) copies of any summaries or briefing notes prepared for you or your
office that reflect the substance of those reports.

 

The New Zealand Defence Force (NZDF) liaison officer to the Civil Military
Coordination Centre (CMCC) in Israel reports to Joint Forces Headquarters
New Zealand. Reporting is subsequently provided though the Ministry of
Defence, NZDF and the Ministry of Foreign Affairs and Trade.

Two briefings to the Minister of Foreign Affairs and myself regarding the
establishment of this position fall in scope of your request. These will
be published on the Ministry of Defence website shortly at:

request for this information under section 18(d) of the Act – that the
information will soon be publicly available.

 

Weekly reporting to me by the Defence agencies in the period 6–12 November
2025 included detail on the NZDF liaison officer to the CMCC. The content
of this is reflected within the aforementioned releases.

 

Please note that certain information from these briefings is withheld in
accordance with the Act where release would be likely to:

o prejudice the security of defence of New Zealand or the international
relations of the Government of New Zealand (section 6(a))
o prejudice the entrusting of information to the Government of New
Zealand on a basis of confidence by the Government of any other
country or any agency of such a Government, or any international
organisation (sections 6(b)(i) and 6(b)(ii)).

 

Under section 28(3) of the Act you have the right to request the Ombudsman
