TPP11 Cost Benefit Analysis
Andrew Riddell made this Official Information request to Jacinda Ardern
The request was partially successful.
From: Andrew Riddell
Dear Jacinda Ardern,
It was reported yesterday on the Bloomberg website that you said "There are clear benefits for our exporters in that agreement", referring to TPP11.
Please provide copies of all reports, including any cost benefit analyses, that you have received about the benefits and costs of TPP11. I am interested in reports that identify and assess the costs of TPP11 as well as those identifying and discussing the benefits of TPP11; and in reports that support the assertion that there are clear benefits for NZ exporters in the agreement. I use the term "reports" in an inclusive sense to include such items as memorandums, file notes, emails and correspondence.
I am a New Zealand citizen resident in New Zealand.
Finally I must say that your address in reply speech yesterday was the most inspirational speech I have ever heard from a prime minister.
Kia ora,
Andrew Riddell

From: Andrew Riddell
Dear Jo Pettitt,
Thank you for forwarding the letter from Heather Simpson about my information request.
My request has been misunderstood.
My request points out that just before 9 November Jacinda Ardern made a statement about benefits of the (then) TPP11 trade agreement. My request is seeking the information that she relied on to support that statement, i.e. the information she was relying on that justified the statement that there were benefits from TPP11 as it was just prior to 9 November 2017..
Instead, my request has been treated as a general request for information about TPP11 as it has evolved since 9 November, and it has been transferred to the Minster of Trade.
I strongly disagree with that action. It is based on a misunderstanding of my request.
Please reverse the transfer of my request to the Minster of Trade and provide the information I actually requested.
Thank you
Nga mihi,
Andrew Riddell

The request was re-written by the PM's office and transferred to the Minister of Trade. The Minister of Trade did not provide the full extent of information requested.
I have complained to the Ombudsman about the re-writing of the request by the PM's office, and about the omission of information by the Minister of Trade.

Whenever you cite a quotation, it is best practice to include the source. For example the hyperlink to the Bloomberg article, or the reference details such as source, date, title, etc. This allows the recipient to check the veracity of your quotation with the original source. Ministers do not like being quoted out of context.
In your second, revised request, you asked for information "that she relied on". This is the critical element, as it indicates the information that is held by the Prime Minister in their official capacity. This information could be held by her office; it is possible that it may also be held by the Minister of Trade and Export Growth. However I'd expect the Prime Minister's office to check their own office's holdings first.
