I am really surprised and dismayed that the DPMC, as a central agency, has not sought to co-ordinate the collation of the BIMS from the Ministers' offices. It would make more sense for the DPMC to collect these on your behalf (and the public's behalf) and publish them to the www.beehive.govt.nz website.

I don't think it is a good use of public resources for the DPMC to transfer your request to ALL ministers' offices, of which there are many, to have each individual ministerial office reply to you.

Anne Shaw is technically correct, in that each BIM is more closely connected to each minister. But its embarrassing that she does not want to take the lead to co-ordinate this OIA request. She doesn't even mention anything there about DPMC's role as a central agency.

If this was me, I'd go back to Anne Shaw explaining this logic.

Which is exactly the point of making the request: the briefings have already been made and given to ministers. There's no reason to delay their publication for a month or so like this.

First DPMC shunts your request to every ministerial office, then those offices say the BIMS are going to be centrally published on www.beehive.govt.nz. It's all a bit disorganised.

I agree that they could provide you with a copy of the BIM now, in addition to publishing it on the Beehive website at a future point. That makes sense, enhances participatory democracy, and acts in the spirit of the OIA which is to release information unless there is good reason not to. However as the law currently stands, they are permitted to refuse the information if it is about to be publicly released.

It would be interesting to know who in the executive government asked the ministers offices for their BIMs for www.beehive.govt.nz. Seems like there is someone coordinating this effort now.

I request all the Briefings to Incoming Ministers and the Briefing to the
Incoming Government, for the ministry sworn in this October.
