1. Please outline the laws, regulations, agreements and/or similar that relate to the system.

2. Please outline what requirements/guidelines or similar, if any, are in place for the displaying of alerts to users - e.g. the tone used, the message format, the inability to disable, etc - and which entities these requirements/guidelines or similar relate to.

3. Please list technical standards and white papers that apply to the deployment of the system. Please note chapters/sections of such which are relevant.

4. Please outline brief technical details of the system, such as which frequencies and/or channels are used to deliver messages.

5. Please provide any documents relating to the commissioning of the system.

Your request is very broad and the purpose of this email is seek a
refinement to help us provide you with the information you are requesting.

 

Pt 1. – Please clarify what information you are requesting – there have
been no new laws or regulations in order to implement this system and it
is not clear what you require.

Pt 3. – MCDEM have engaged with mobile network operators in order to
implement a service that allows messages to be sent using cell broadcast
technology.  The operators have procured the technology which may have
technical standards and white papers but it is beyond the scope of MCDEM’s
involvement.  Are you able to be more specific?  The underlying technical
standard is available on the [1]http://3gpp.org  standard 23.041. 
One2Many BV (Netherlands) is involved in the provision of the service and
their website [2]http://www.one2many.eu provides information (including
technical) about cell broadcasting.

Pt 5. – Can you be more specific about which documents you are requesting.
