The Infringement Bureau appears to be part of NZ Police themselves, looks like you'll need to reply back reminding them that they need to handle your OIA accordingly.

You may need to remind them that under Section 14 it is their responsibility to transfer the request if they believe it's best handled by another entity. (See http://www.legislation.govt.nz/act/publi...), and that under Section 12 (http://www.legislation.govt.nz/act/publi...) you have made the request to 'New Zealand Police'.
