In response to an official information request by David Johnston (ref: AFS 17/241), Detective Superintendent Tim Anderson said "The estimates of potential social harm are based on independent research which is freely available on the internet."

Unfortunately, the response did not specify where this research, upon which NZ Police's estimate that the potential social harm of 132,356 cannabis plants was $1,052,485,000 was based, could be found.
Please identify the titles and authors' names of the specific piece(s) of research referred to in this response, and tell me where those specific piece(s) of research can be found.
I would be happy to be given either a link to where they are freely available on the internet, or a digital copy of the research (for example, in PDF format).

Table 16 of the cited research report (http://www.health.govt.nz/system/files/d...) breaks down an estimate of the social costs of illegal drugs per kilogram consumed, which I assume is what NZ Police used to create their estimates as other numbers are most on a per-user basis.
For cannabis, the estimated social cost per kg consumed in the research report is $47,000.
Using this estimate, the social cost of $1,052,485,000, as estimated by NZ Police, would be for 22,393 kg of cannabis. At 132,356 cannabis plants, this comes to an average of 169 g per plant.
