Audits of Parliamentary political parties leaders funds
dukeofurl made this Official Information request to Office of the Controller and Auditor-General
The request was partially successful.
From: dukeofurl
Dear Office of the Controller and Auditor-General,
Each NZ political party represented in Parliament receives various amounts per year
loosely called "Leaders Fund" which is made up from allocations for a number of items, including that which is paid per MP but normally under spending control of the party leader.
For each of the last 3 years since the election in 2014 has the funds under the control of party leaders been audited fully or partly by the Auditor General ?
If so, for each party what was the outcome of each audit and will it be made public ?
Yours faithfully,
S Curtis

Dear Office of the Controller and Auditor-General,
On June 22 I sent an OIA request to the Office of Auditor general regarding Audits of Parliamentary leaders funds.
Apart from a confirmation that my request has been received, I have heard no further information.
This is now seriously overdue and in breach of statuary obligations. Im especially concerned that the previous confirmation of my request went the Assistant Auditor -General - legal. Surely the team responsible for parliamentary audits are the people who can reply to my request. This indicates a lack of good faith and an intention to with hold the information.
Please respond immediately with the requested information or reasons for the delay. This is not going to go away
Yours faithfully,
dukeofurl
From: Maria Rawiri
Office of the Controller and Auditor-General
Dear S Curtis
Thank you for your emails on 21 June and 28 July 2017, seeking information
about the audits of funds under the control of the leaders of political
parties. Please accept my apologies for our delay in responding.
The funds available to the leaders of political parties are administered
by Parliamentary Service and we audit the general purpose financial
statements and performance information contained in the annual report of
the Parliamentary Service every year. The outcome of our work is publicly
available in the Independent Auditor’s Report which is published in the
Parliamentary Service’s annual report in each of the relevant years. I
have attached a copy of Parliamentary Service’s annual report for the year
ended 30 June 2016 as an example:
[1]https://www.parliament.nz/media/1485/ann...
. It includes on pages 46-48 a copy of the Auditor’s Report. The Auditor’s
Report specifies the scope of our audit work and clearly identifies the
information that has been audited by page number. Information on the
funding provided for leaders and members is included in the schedules and
statements of non-departmental activities, which are managed by the
Service on behalf of the Crown, is on pages 86 to 103 in the attached
annual report).
For future reference, I thought it may be useful to note that the
Auditor-General, and the Office of the Auditor-General, are not subject to
the Official Information Act 1982. We make public the findings of our
audit work, in the case of annual audits through the publication of the
Independent Audit Report in an organisation’s annual report.
Yours faithfully
Maria
