Further to your information request of 30 May 2017 in respect of automated
technologies used to capture and /or recognize vehicle license plates, I
am now able to provide Hamilton City Council’s response.

                          

You requested:

1. I would like to know if HCC or any of its contractors use any automated
technologies to capture and /or recognize vehicle license plates?
If so/
2. For what purpose is this information collected?
3. Can I please have a copy of the data retention/access and destruction

5. An extract of 1000 records from this data set with the license numbers
removed to ensure the data is not identifiable to a specific vehicle.

 

Our response:

We can confirm that our City Transportation Parking Team uses automated
technology for the purposes of analysing vehicle occupancy rates in
on-street car park spaces in key areas of our city.

 

The technology employed is known as ANPR (automatic number plate
recognition).  We have one vehicle setup to allow the ANPR equipment to be
affixed to it when required.  Currently up to six ANPR surveys are
scheduled for this calendar year (2 x Central city; 1 x Hospital; 1 x
University; 1 x Chartwell; 1 x Hamilton East).

 

The licence plate data collected through the ANPR survey is used to
develop information for evidence-based updates to our on-street parking
space occupancy trends in Hamilton.  In particular collection of this data
enables staff to provide evidence-based updates to the quarterly reporting
against the 2015-25 10 Year Plan on the percentage of on-street car parks
in the central city high demand parking areas that are full between 10am –
4pm on weekdays.  It also allows staff to understand on-street parking
trends in other key precincts across the city these include:

·         Hospital

·         Hamilton East

·         University

·         Chartwell

 

Raw data captured through ANPR surveys is kept for the duration of the
analysis period and then overwritten – an example of the data collected
(i.e. an extract of 1000 records with the licence numbers removed) is
provided in Attachment 1.  Understanding the use of parking spaces is
important for informed decision making, this is why identification of
“parking events” is surveyed. To identify “parking events” the date, time,
location, vehicle ID and duration of stay are recorded and analysed.
 Licence plates provide the simplest way to identify individual vehicles;
enabling  length of stay in a location to be calculated. The data captured
 Once information is converted from raw data into a record it is assigned
against the appropriate class and code for how it will be treated in
accordance with Council’s record management policy.  This information is
accessible by staff, and our nominated consultant (for analysis purposes).

 

A copy of Council’s current records management policy (& standard) has
been provided as Attachment 2 and is due for review December 2017.   To
deliver on this policy Council has adopted the Associated Local Government
Information Management (ALGIM) schedule.  Attachment 3 provides a copy of
the relevant section of the schedule (i.e. ‘Z24.1.4 Parking Reports and
statistics’) which has been created to assist local government to meet its
requirements under the Public Records Act 2005 and Archives NZ.
