Dear Hamilton City Council,

Could you please provide, in table form (.csv or .xls or .xlsx), a detailed breakdown for the mayor and all councillors, per meeting, of:
- councillors in attendance
- apologies
- late arrivals (and what constitutes that), and
- early departures (and what constitutes that) for all council meetings for the 2013 triennium, to date?

Further, could that table contain data on which meetings were considered mandatory for councillors, and which were considered optional?

Further to your information request of 1 July 2016 in respect of Elected
Member attendance at Council Meetings, I confirm that Hamilton City
Council will be providing you with the requested information.  You
requested:

 

- councillors in attendance
- apologies
- late arrivals (and what constitutes that), and
- early departures (and what constitutes that) for all council meetings
for the 2013 triennium, to date?

Further, could that table contain data on which meetings were considered
mandatory for councillors, and which were considered optional?

However, it is necessary for Hamilton City Council to extend the time
available to it to answer your request to Tuesday 2 August 2016. This
decision is made pursuant to section 14 of the Local Government Official
Information and Meetings Act 1987 (the Act) on the basis that your request
is for a large quantity of information and meeting the original 20 working
day time limit would unreasonably interfere with the operations of
Hamilton City Council.

 

If you have any concerns with the decision(s) referred to in this letter,
you have the right to request an investigation and review by the Ombudsman
under section 27(3) of the Local Government Official Information and
Meetings Act 1987. For your information, the Ombudsman’s contact details

Member attendance at Council Meetings, I am now able to provide Hamilton
City Council’s response.

 

You requested:

 

1. Could you please provide, in table form (.csv or .xls or .xlsx), a
detailed breakdown for the mayor and all councillors, per meeting, of:

- councillors in attendance

- apologies

- late arrivals (and what constitutes that), and

- early departures (and what constitutes that) for all council meetings
for the 2013 triennium, to date?

 

A: Please find attached a spreadsheet that captures the attendance and
apologies for all formal meetings of the Council.

Please note that where partial attendance is noted, this indicates that
the councillor in question has been absent from the meeting for over 25 %
of the total meeting time.

Any absence under this percentage is not recorded.

For a more detailed record of  times councillors were present within
particular meetings, please feel free to refer to the minutes found at the
following link:

Any arrival after the meeting start time would be considered a late
arrival.

 

Any departure prior to the meeting closure would be considered an early
departure.

 

 

2. Further, could that table contain data on which meetings were
considered mandatory for councillors, and which were considered optional?

 

A: Meetings of Council are not categorised by Council or the legislation
that Council operates under as ‘mandatory’ or ‘optional’.
