In your 21 June 2017 response to my OIA request, you state that “the appropriate time to carry out an AEE is at the detailed design stage of the development, and as this has not yet occurred, this document cannot be provided”. This is simply not true.
My question was regarding AEE for revoking reserve status and rezoning Point England Reserve. If a private plan change was proposing this, an AEE would be required for this regardless of any detailed design for development.
Any future resource consents for subdivision into lots, earthworks etc will only consider effects for these specific activities and in the context of being zoned mixed urban residential and its associated permitted activities.
Auckland Council will not be able to consider the bigger picture issues of reducing public open space and the suitability of the site for high density housing.
So, I ask you again, what assessment has taken place regarding this plan change (via legislation)? Or are the people of Auckland expected to merely accept that you know best without any evidence?

On behalf of Hon Dr Nick Smith, the Minister was advising that the "AEE" document you were seeking does not exist, and was therefore refusing your request under section 18 (e) of the Official Information Act.
Parliament enacted the Point England Development Enabling Act following a select committee process that included public submissions and advice from Ministry officials. You can find more information regarding the process, including a copy of the Departmental Report, on Parliament's website.
