The police seem to have misinterpreted your request. They're correct in that a copy of the complaint to the Ombudsmen is not Official Information, but that doesn't appear to be what you were asking for: you appear to instead asking for a copy of the original request. This is covered by the Official Information Act.

In fact this exact method (OIAing other OIAs) was used by lawyer Steven Price to conduct one of the few studies of how the OIA works in practice: http://www.medialawjournal.co.nz/downloa...

Personally I'm curious about what the requests from 2010 were about: what are the police fighting hard enough to cause a delay of two years?

One would think the Police would have some record of the request outside the correspondence or communication "between" the Ombudsmen and the agency. What information does their database contain?

The Police are notorious for their poor application of the Act...

Oh well, Police don't want to tell, Police don't want to tell. What can one do about it.... wait 3 years for the Ombudsman?

Would be good to how many OIA Ombudsman are still alive and pre-date the 23/09/2010 complaint (the oldest listed in the Police attachment). Surely, the Police must know. And one would hope there's not too many.
