I complained to the Ombudsman who concluded that there is no legal grounds to require Joyce to unblock me on Twitter. The Ombudsman considered that I was effectively asking for future information not existing information and that is not provided for under the Official Information Act.

If you log out of Twitter, you should be able to view his feed in any case, as he wouldn't be a locked account I wouldn't think.
You wouldn't be able to tweet him though, of course.
