The WCC recently provided a copy of the 2016 Johnsonville Mall Resource Consent Application (Refer: https://fyi.org.nz/request/4668-request-...).
The Resource Consent Application from Stride includes an apparently agreed plan between the applicant and the WCC to relocate the main Johnsonville bus Interchange onto Moorefield Road.  This is specifically referenced in a number of sections of the application including:
"The current bus services with stops located on JSC land adjacent to the rail station and routes which run via the carpark are a historical and "good-will" situation between WCC and JSC. Relocation of the bus services off-site is seen as desirable by both WCC and JSC and provision for 2 stops totalling 30m length needs to be allowed for on Moorefield Rd." - RC Application Appendix 2
“The existing bus routes through the site and the associated bus stops will be relocated onto Moorefield Road in a manner consistent with WCC’s planned coordination between bus, rail and pedestrian provisions at this Moorefield Road location.  Consultation has been undertaken with WCC regarding the bus stop relocation, and the new dual stops on either side of Moorefield Road shown in the application reflect the agreed positions.”

The WCC plan to relocate the Johnsonville Bus Interchange to the busy and exposed Moorefield Road location is a surprise to the Johnsonville Community Association.
1) Can we please have a copy of information held by the WCC about the current and future bus patronage and bus service capacity of the Johnsonville Bus Interchange ?
2) Can we please have a copy of the WCC decision to support moving the Johnsonville Bus Interchange from its current location to Moorefield Road ?
3) Can we please have a copy of all designs, plans (including timeframes) and reports for the proposed new Bus Interchange on Moorefield Road ?
4) Can we please have a copy of any cost estimates for building the proposed new Bus Interchange on Moorefield Road ?
5) Can we please have a copy of any shelter and/or wind assessment reports for the proposed new Bus Interchange on Moorefield Road ?
6) Can we please have a copy of any bus capacity analysis, modelling or other transport assessment that supports the plan for the proposed new Bus Interchange on Moorefield Road having just "2 stops totalling 30m length" will support current and future bus stop capacity requirements for the Johnsonville Bus Interchange ?
7) Can we please have a copy of all meeting agendas/notes/presentations and all correspondence between the WCC and the Greater Wellington Regional Council related to the proposed new Bus Interchange on Moorefield Road ?
8) Can we please have a copy of all meeting agendas/notes/presentations and all correspondence between the WCC and bus operator(s) related to the proposed new Bus Interchange on Moorefield Road ?

      Met with the WCC as suggested on Friday 14th along with one of our local WCC Councillors.
The WCC Transport Planner outlined the background to the work to date on the proposed relocated Johnsonville Bus Interchange.  He confirmed there are meetings, documents and plans on the proposed relocated Johnsonville Bus. He also confirmed there is correspondence /meetings on this issue have occurred with, for example, the Greater Wellington Regional Council.  He also confirmed that other parties that will be affected by this relocation have yet to be consulted.
It was confirmed with the WCC Officer that we still want the requested information provided.  There was no specific refinement or expansion of the scope of the information request agreed at the meeting.
Now waiting for the requested information to be provided by the WCC via the FYI web site as agreed the meeting.

 2. and 3. The GWRC has requested WCC to make improvements to the road
 network around Johnsonville for some time. These requests have been made
 to enable more flexibility for routing buses around and through
 Johnsonville to meet on going demand for better services. In the design
 work for the recent roading improvements around Johnsonville consideration
 was given to bus operations around the Johnsonville Triangle.  GWRC was
 asked for their views on basing all bus activities on street. This
 consideration was also conveyed in meetings I held with you and in notes
 from our meeting with the JCA as part of the developing the roading plans
 in early 2014 . This was to ensure our design work didn't close off any
 future options albeit any future options would be greatly influenced by
 the development of the Mall as much as operational philosophy. The
 response from GWRC is  attached for your information. 
  
 No single decision has been taken to exit bus operations from the Mall but
 all recent  discussions with GWRC and Stride (Mall Developers) have been
 on the basis that a street based bus operation best fits the ongoing needs
 of bus services in the area and recognises the constraints of the present
 operation across Mall land. There are ongoing discussions as to how this
 will best work on the street with consideration of both Moorefield Road
 and Johnsonville Road for stop locations.
  
 Please see various emails on options and a survey carried out by GWRC on
 customer preference to stops on Johnsonville Road versus Moorefield Road.
 A summary of results from this survey is included  but if you require the
 full report this would need to be obtained from GWRC.
  
 In the intervening period the Roading Improvement works in Johnsonville
 were carried out and no further work was initiated on bus operations until
 Council reveal plans for a new library site on Moorefield Road. As a
 consequence of this GWRC were again asked for their plans for bus
 operations. These were sent through on an email to Geoff Swainson and
 Steve Spence in January 2016, see attached.   Together with this
 information and planning for the library the attached series of plans for
 bus operations on Moorefield Road were developed. (CE - K231 to CE- K234).
 These were shared with GWRC and responded to by GWRC in an exchange of
 emails through April.
  
 At the same time Stride were starting to talk with both Councils about
 their plans for a new development. Our discussions with Stride centred
 around bus operations moving out of the Mall onto the street. In moving to
 a street based bus operation we asked Stride to consider a full time
 pedestrian link between Johnsonville and Moorefield roads to link
 potential bus operations on both roads and the rail head; provide good
 quality bus waiting facilities on Moorefield Road; and to accommodate
 commuter parking. Attached are a number of emails covering negotiations
 with Stride on these points. As some of the points of negotiation are
 commercially sensitive the LEA referred to has not been included in the
 information provided.
  
 The latest roading layout plan referred to in the emails is CE-K234 Rev D.
 This can be read in conjunction with Stride's plan A-RC3-0005 Rev B and
 A-RC3-0008 Rev B which show the provision of a waiting shelter as part of
 the Mall development. These plans plus photo montages of the Mall
 development were provided to you at our meeting on 14 October 2016.
  
 4) Can we please have a copy of any cost estimates for building the
