Expenditures related to PUBLIC RDS TAWAPATA Rd/MAHIA EAST COAST Rd & PUBLIC TRESPASS

Dear Wairoa District Council,Further to my original OIA request related to WDC expenditure and NZTA subsidy grants Lodged on 18th August ,2016 & responded to after the expiry of the recommended 20day period I consider the aspect related to TAWAPATA Rd has not been addressed nor have the entire Mahia East Coast Rd aspects via Onenui Stn sections .
Currently there is a newly installed Locked Gate & Public Trespass sign erected on Mahia East Coast Rd section just prior to an Onenui Stn House on the left side of a newly installed Double CATTLE STOP where Mahia East Coast Rd continues some distance towards the coast where it intersects with TAWAPATA Rd coming from the Wainuiarangi Rd section ...where the ROCKET LAB access continues to the newly formed Launch site [being some several kms from the "Locked Gate "mentioned] .
No reference has been made to expenditure & who is paying etc .Palmerston Nth
NZTA staff confirm public rds are for public access,yet there is a Locked Gate & large TRESPASS sign preventing public access beyond the cattlestop mentioned along the continuing section of Mahia East Coast Rd linking in with TAWAPATA Rd beyond this Locked gate..still several kms from the proposed Launch site on Private property.
I expect more detailed information related to WDC &/or NZTA expenditure related to this upgraded section of public rd AND what legality is there in public exclusion from this LOCKED GATE & TRESPASS SIGNAGE on what is deemed to still be sited on public road thoroughfare .
WDC can determine the sections of roading referred to by referencing their own GPS systems & aerial maps . Please provide clarification of the LEGALLY defined public roading limit in this Locality from both directions, Mahia East Coast Rd to,Tawapata Rd & Wainuiarangi RD Tawapata Rd intersections from which the launch site is accessed,& recent related expenditure, along with the Legality of TrespassSignage erected on the road by Rocket Lab rather than WDC Thank you .
