Dear Dr Shaw
Thank you for your email of 15 September 2016 requesting, under the
Official Information Act 1982, the following information:
“Might you please update the response you gave to me some time ago
regarding the research money for the regions, by giving an account of how
much money is directed at projects in Taranaki, their objectives, what
reports you have on their advancement, and who is responsible for those
projects?
A comparative spreadsheet showing the level of funding to other regions
for comparison would also be informative.”
Regarding the first part of your request, the phrase “directed at projects
in Taranaki” can be interpreted to mean
a) projects by organisations that are based in Taranaki;
b) projects carried out in Taranaki (but possibly hosted elsewhere); or
c) projects about Taranaki. Interpretations b and c are much broader and
would require the Ministry to undertake substantial collation or research
in order to respond to the request.
Regarding the second part of your request, the Ministry runs multiple
funding rounds for research and regional economic development. Some funds
are for the purpose of supporting regional activity, while for others
regional data is not collected as the region is not considered as part of
the funding decision.
It is likely that the Ministry will refuse your request under sections 18
(e) or 18 (f) of the Official Information Act, that the information
requested does not exist; or cannot be made available without substantial
collation or research, unless you can clarify your request.
As you allude to, you have previously corresponded with the Ministry about
Regional Research Institutes. If the scope of the first part of your
request was narrowed to that initiative, we would be able to respond to
the full request.
The Ministry invites you to narrow or clarify your request.
