I would like to request a copy of the operative documents which set out the criteria and rules which pertain to the qualifications of people whom the universities accept as being qualified for entry to courses which lead to registration as a psychologist.

 following information:
" I would like to request a copy of the operative documents which set out

The Ministry of Health (the Ministry) does not hold the information you
 have requested. We have consulted with the Ministry of Education and the
 Tertiary Education Commission regarding an approach to this request. I
 have been advised that the information you are seeking is more closely
 associated with the functions of the universities. The Ministry is obliged
 to transfer your request under section 14 of the Act to all universities
 in New Zealand. Are you able to advise if you would like the Ministry to
 proceed with this transfer, or whether you would prefer to approach the
 universities of interest to you?
Please note, if you do not respond to this email by COB 23 October 2020,
 the Ministry will transfer your request for information to all
 universities pursuant to section 14 of the Act.

The authority which holds this information is the Psychologists Board. As I understand it, they set the criteria and the rules and they convey this to the universities. The universities then interpret the criteria and the rules. I am trying to find out what are the actual directives to the universities and hence to make sense of the alternative interpretations.
The FYI site does not have the Psychologists Board listed, and hence I thought you would be the most likely to manage the request as it concerns health practitioners. My apologies for an confusion this has caused. Thank you for your assistance.

Thank you for your email. Just to confirm, unfortunately the Ministry of
 Health (the Ministry) does not hold the information you have requested.
 The Ministry would have transferred your request to the Psychologists
 Board pursuant to section 14., however they are not subject to the Act.
 You may wish to approach the Psychologists Board directly for this
 information, however this would not be a request under the Act. The
 Ministry will now consider your request for information closed.

I refer to the policy communications by the Psychologists Board to the universities, and not the universities interpretation of these which they give on their websites.
