Data request behind presentation & panel discussion by Mrs. Holden - Productivity Commision

Ray J Smith made this Official Information request to Callaghan Innovation

The request was partially successful.

From: Ray J Smith

Dear Mrs. Holden,

I was reading a transcript of a panel discussion in which you, Mrs. Holden, represented Callaghan Innovation. It was at a symposium called: "Growing more innovative and productive Kiwi firms" - held on the 1st of December 2015. (http://www.productivity.govt.nz/sites/de...).

I would like to see the details behind some of the bold statements made.

QUOTE 1) "Just some of my observations is that we’re finding in New Zealand the bigger companies – we’ve just been to see a larger technology company– they do quite well without government, thank you very much. It’s more about what they can do for us. They’ve got a remarkable R&D facility. They quite like the grants, but of course most countries have either an R&D tax credit or a grant, so the grants just level the playing field and I suspect discourage them from leaving New Zealand and going elsewhere.

QUESTION 1: What companies are we talking about here and how much of the R&D grants did those companies receive (absolute amount and in percentage of the total R&D grants budget).

QUOTE 2) "The smaller companies have proven quite tricky to work with. Those that use our facilities, I think, rate us quite highly, but actually we don’t have that many that use our R&D facilities – maybe 200 companies in a year, and it’s very difficult to get them to pay for R&D."

QUESTION 2: What companies are we talking about here and how much of the R&D grants did those companies receive (absolute amount and in percentage of the total R&D grants budget).

QUOTE 3) "Some of the data that we’ve analysed – and I think Simon’s going to talk more about that as well – it’s been very hard to find the impact on firms’ revenue and profit. So we know firms that invest in R&D generate more products, but actually it’s not creating much profit for them. "

QUESTION 3: What data has been analysed to come to this conclusion? How much did the spend on R&D and how much was the return on the firms' revenue and profit?

QUOTE 4) "So I think that leaves me with the last question:it could be possible that actually the returns for small firms for R&D are very low and that most of the benefits are captured in spill-overs. And if that is the case, what does that mean for us as a government agency and the kind of products that we deliver?

QUESTION 4): Can you please answer the last question you raised? Are the only returns for small firms spill-overs and what does that mean for Callaghan Innovation?

Yours faithfully,

Raymond J. Smith

Dear Ms. Baresic,

Thank you for your acknowledgement email. There is one small thing you could do: can you please add the following to my last question:

- How is Callaghan's performance being measured? Who measures what exactly to analyse the impact Callaghan makes versus the costs of running Callaghan?

Yours sincerely,

Raymond J Smith
