Dear Department of Corrections,
I am requesting all current policy documents, advice to the Minister and Chief Executive, proposed amendments to policy and policy working documents pertaining to Lesbian, Gay, Bisexual, Transgender and Intersex Prisoners since 2008.
Please release:
1. All policy documents pertaining Department’s current policies surrounding transgender prisoners.
2. All policy proposals made by Department of Corrections staff to the Chief Executive, Minister or any other person for approval
3. All written contributions of Marcus Smith, policy adviser, to the development of transgender policy and policy documents
4. All advice to the Minister since 2008 pertaining to Lesbian, Gay and Bisexual prisoners
5. All advice to the Minister since 2008 pertaining to Transgender and Intersex prisoners
6. In other responses to OIA requests and to media, you have noted that Corrections is currently undertaking a “programme of work to support transgender prisoners”. Please release all documentation of any proposed policy changes, any working documents pertaining to the review, and all advice given to the Minister or the Chief Executive pertaining to the review.
Please note: I am very aware of the department’s regulation of the housing of transgender prisoners as according to the Prison Operations Manual (POM). I expect documentation that extends well beyond the POM.
If, for any reason, any of this information is not releasable for privacy, security or commercial sensitivity reasons, please redact the un-releasable information and release the rest of the documents as requested. Please note the reason for all redactions.
