I would like to request Callaghan Innovation once again to answer my questions. It could be perceived Callaghan Innovation is trying to withhold the requested information without a reason specified.

I asked for the financial support provided by Callaghan, since the inception of the program, split per provider (i.e. how much money has been paid by Callaghan to the listed businesses, so they can pay the three providers).
You answered the question quite specific with a total amount ($769,612 ex GST) and provided a complete list of businesses supported by this amount broken down per provider (question 3).
It seems unlikely that you cannot provide the total amount broken down per provider. I would like to ask you (again) to provide the requested break-down per provider.
You should know how much was paid to every business . All one need to do is group these amounts per provider, rather than providing a grant total. Alternatively, please provide the amounts per business supported, totaling the $769,612 ex GST.

I wrote to you regarding your request for further information in regards
to question two (below). We do still intend to respond to you, but due to
the pressures of other work commitments there has been a further delay.
As allowed under section 15(A) the Official Information Act 1982, the
time to respond to your follow-up request has been extended. It is
required because the request is for a large quantity of official
information and meeting the original time limit would unreasonably
interfere with the operations of Callaghan Innovation. We intend to

I am seriously concerned about the fact that this request is still not answered.
I has been opened since June 12 and it might be perceived that Callaghan has no intention to answer, looking at the time line:
- June 12th : question raised.
- June 13th : first reply from Callaghan questioning if I was a NZ citizen.
- July 12th : a note that the deadline was missed due to 'internal processes'
- July 14th : an incomplete answer to the questions was provided
- August 02nd : Callaghan claims 'extenuating circumstances', without providing details or a expected date
- August 12th : Callaghan claims 'pressures of other work commitments' as a reason for further delays.
Please confirm receipt of this message and share it with the CEO - who should be aware of his obligations under the Official Information Act (http://www.legislation.govt.nz/act/publi...).
I will raise this with the Ministry of Business, Innovation & Employment and the Ombudsman.

Good morning IP Expert NZ
Thank you for your email received on 14 July 2016 regarding the Official
Information Act (OIA) response you received regarding Callaghan
Innovation’s Innovation IP® programme. As the request was for further
information, it was treated as a new OIA request, so consequently an
additional 20 working days to respond was applied. On 12 August you were
notified that the further information you were seeking was taking longer
to collate, and that an extension would apply.
The exercise of collating and reviewing the financial information was more
onerous and difficult than we expected. Callaghan Innovation also
undertook consultation with the three pilot Innovation IP providers
regarding the release of any detailed financial information. Both have
taken a considerable amount of time.
You were provided with the total financial amount of support provided
since inception in our response of 14 July 2016. Your request for the
total amount to be split per provider is withheld under section
9(2)(b)(ii) of the OIA, because supplying details of the financial support
provided by Callaghan Innovation either directly or indirectly to a
provider, would be likely unreasonably to prejudice the commercial
position of the provider.
Under section 9(1) of the Act I do not consider that the withholding of
this information is outweighed by public interest considerations in making
the information available.
I apologise that this reasoning was not conveyed to you in the original
response, which may have avoided the follow up question you have made, and
the time taken to answer it properly. I acknowledge that you will not be
happy with this response, I have also forwarded your email of 16 August to
the requested personnel.
You have the right to request a review of this response by the Ombudsman
at [1]www.ombudsman.parliament.nz or by telephoning 0800 802 602.
