Please give me a copy of the Memorandum of Understanding and information sharing between the IPCA and New Zealand Police and Queensland Police that allows NZ Police to
share otherwise private and non-publishable material and information with another agency during employment inquiries?
Please also advise if this covers a period post employment and if
so, what is the length of that time period?

Yep pretty much. The IPCA is a law unto itself it would appear, and there seems to also be no way of making them accountable save by way of Statement of Claim in the Court system. It's interesting isn't it. INDEPENDENT Police Conduct Authority uses POLICE to undertake its CIVIL investigations. They approach them like CRIMINAL investigations and the results are all up the boo-wai to say nothing of them being unable to be made accountable. Even if you do want to complain about the officers who undertook the investigation, to whom do you complain about them? Oh the IPCA ........ it's a sham really.

Please provide a copy of the MOU which gives implied consent between NZ Police and other international Police forces, allowing an overseas enforcement agency to request or know about members' complaint records as part of pre-employment checks with that other agency.
